Pakka Deal

Closing checklist

From handshake to keys

Seven stops for a Mumbai leave and licence. Each one says who does it, links the official portal, and shows where the rule comes from. Pakka Deal never submits anything for you.

  1. Agree the terms in writing

    Owner, tenant and broker

Rent, deposit, the licence period (usually 11 months), the lock-in, notice period, who pays maintenance, and the house rules. Pakka Deal drafts a leave and licence from these, clearly marked draft and not legal advice.

  2. Work out stamp duty and fees

Whoever the agreement says; often shared

Article 36A(a) charges 0.25% of the rent over the term plus notional interest on the refundable deposit. The registration fee we use is ₹1,000, and the online flow auto-fills a ₹300 document handling charge (IGR Leave and License 2.0 user manual).

Registration fee partially verified: ₹1,000 is the general fixed fee for immovable property in Greater Mumbai in IGR's official fee table; the leave-and-licence-specific rate is cited only by secondary sources. The official calculator's rounding is not published, so our figure can differ by a few rupees.

  3. Register the agreement online

Owner and tenant, with Aadhaar-based e-KYC

Registration is required for leave and licence agreements in Maharashtra, including 11-month ones. IGR's Leave and License 2.0 lets both sides do it online, without visiting the sub-registrar.

  4. Give tenant information to Mumbai Police

Owner (the OTP goes to the owner)

This is an intimation, not a police NOC: the owner submits the tenant's details on the Mumbai Police portal.

Whether online intimation is mandatory right now is unverified; the order we found had dates. Submit it anyway.

  5. Pay the deposit with a receipt

    Tenant

Pay by bank transfer or UPI, not cash, and get a signed receipt that names the flat and the amount. The deposit comes back at the end, minus itemised deductions.

  6. Walk through the flat and record its condition

Owner (or broker) and tenant together

Photos of every room, meter readings and the inventory, acknowledged by both sides on a private link. This is what settles deposit disputes 11 months later.

  7. Set a renewal reminder for month 10

    Broker

Leave and licence terms end. Pakka Deal reminds the broker before the 11 months are up and drafts the message for them to send themselves.

Common questions

Does an 11-month rental agreement need to be registered in Mumbai?
Yes. Section 55 of the Maharashtra Rent Control Act requires leave and licence agreements to be in writing and registered; there is no exemption for an 11-month term.
How much is the registration fee for a leave and licence in Mumbai?
We use ₹1,000, plus a ₹300 online document handling charge. The ₹300 is from the IGR Leave and License 2.0 user manual. The ₹1,000 is partially verified: it is the general fixed fee for immovable property in Greater Mumbai in IGR's official registration fee table, and the leave-and-licence-specific rate (₹1,000 in a municipal corporation, ₹500 elsewhere) is cited only by secondary sources. Check the amount on the IGR portal before paying.
Does Pakka Deal register the agreement for me?
No. It never submits anything to a government portal. It prepares a data packet you can copy and links to the official site.
